Confirmation of Eligibility Qualifications, Salary Conditions, and Technical Requirements for Foreigners

 

· Foreigner’s Eligibility for Application:

I.Former migrant workers who have a cumulative total of 11 years and 6 months or more of work in Taiwan without any illegal incidents during their employment in Taiwan and who have since left the country.

II. Foreign students, overseas compatriot students, or other ethnic Chinese students who have graduated from Taiwanese universities or colleges with an associate degree.

III. Migrant workers who have worked continuously in Taiwan for 6 years or more, or who have been employed by the same employer for a total of 6 years or more.

IV. Migrant workers who had a cumulative total of 6 years or more of work experience in Taiwan before leaving the country, and who have returned to Taiwan for employment, with a cumulative work period of 11 years and 6 months or more.

 

· Salary Conditions:

I. The monthly regular salary should be at least NT$33,000, or the annual total salary should amount to at least NT$500,000. However, for initial employment of foreign students, overseas compatriot students, or other ethnic Chinese students who have graduated from Taiwanese universities or colleges with an associate degree, the monthly regular salary is set at NT$30,000, with the possibility of an increase to NT$33,000 upon renewal of employment contract.

II. Technical requirements can be waived when the monthly regular salary is NT$35,000 or more.

· Technical Requirements

 

Any one of the following conditions should be met:

I. Professional Certifications: Within the scope of certifications designated by the Ministry of Economic Affairs.

1. List of paper-based academic tests of technician test subjects (taken in foreign languages) - Manufacturing Sector:

            a. Shield Metal Arc Welding, b. Crane Operation - Jib Crane, c. Crane Operation - Overhead Travelling Crane with Cab, d. Crane Operation - Overhead Travelling Crane with Remote Control, e. Gas Tungsten Arc Welding, f. Gas Metal Arc Welding, g. Forklift Operating

  2.  Technical skill tests for National Technician Skills Test - Manufacturing Sector:

            Passing the technical skill certification test required, and obtaining a score certificate in any of the following 78 manufacturing skill test items :
    (1) Refrigeration and Air-Conditioning, (2) Electrical Repairing, (3) Casting, (4) Cabinet Making, (5) Industrial Wiring, (6) Constructional Steel Work,

            (7) Water Supply Piping, (8) Constructional Steel Erecting, (9) Concrete Shuttering, (10) Automotive Mechanics, (11) Heat Treatment, (12) Heavy Mechanic Work,

            (13) Industrial Electronics, (14) Consumer Electronics, (15) Chemistry, (16) Boiler Operating, (17) Transformer Repairing, (18) Industry Instrument,

            (19) Electric Distribution, (20) Surveying, (21) Ladies’ Dressmaking, (22) Petrochemistry, (23) Agriculture Machine Repairing,

            (24) Ceramics - plaster mold, (25) Mobile Crane Operation, (26) Derrick Operating, (27) Elevator Repairing,

            (28) Heavy Machine Operating, (29) Shoemaking, (30) Under Ground Cable, (31) Hydraulics, (32) Pneumatics, (33) Offset Printing,

            (72) Operating Specific Equipment for High Pressure Gases, (73) Operating Containers for High Pressure Gases, (74) Computer-Aided Design and Drafting, (75) Installations of Solar Photovoltaic System,

            (76) Bamboo Weaving, (77) Pottery Wheel Throwing, (78) Metal Forming.

  3. Regarding the five occupations in the manufacturing industry included under Shield Metal Arc Welding

          (and three categories of crane operation - Jib Crane/Overhead Travelling Crane with Cab/Overhead Travelling Crane with Remote Control),

            paper-based academic qualification tests in foreign languages (including Indonesian, Vietnamese, Thai, and English) will be provided to assist migrant workers in their applications.

     4. The registration for skill certifications follows two methods: general registration and online registration (excluding Shield Metal Arc Welding, Gas Tungsten Arc Welding, Gas Metal Arc Welding).

II. Training Courses:

     1.  Participation in specialized knowledge and technical training courses related to industrial upgrading and transformation organized by domestic universities and colleges, the Ministry of Labor, and the Ministry of Economic Affairs:

          (1) Specialized knowledge and technical training courses related to industrial upgrading and transformation organized by domestic universities and colleges cover five disciplines:"Physics, Chemistry, and Earth Sciences," "Mathematics and Statistics," "Information and Communication Technology," "Engineering and Engineering Industry," and "Manufacturing and Processing."

          (2)Specialized knowledge and technical training courses related to industrial upgrading and transformation organized by the Industrial Development Bureau (IDB) of the Ministry of Economic Affairs are available on the Information Management Project of Industry Talent Training

              (website:https://idatrain.org.tw/)。

           (3)Specialized knowledge and technical training courses related to industrial upgrading and transformation organized by the Ministry of Labor are listed in the attached document. For detailed course information, please refer to the On The Job Training Portal (website: https://ojt.wda.gov.tw/)

 

  ※The above training courses are approved by the Ministry of Economic Affairs or professional certification organizations recognized by the Ministry of Economic Affairs. The training duration should be 80 hours or more, which can be accumulated or selected individually. Please provide proof of hours attended.

 

       2.  iCAP quality certification courses related to industrial upgrading and transformation under the WDA:

           (1)After finishing iCAP certification courses, individuals gain access to the  (Integrated Competency and Application Platform)

               set up by the WDA to search for competency-based courses. When selecting the field, options include "Manufacturing," "Information Technology," "Science, Technology, Engineering, Mathematics," and three other areas. In the "Is the course within the validity period?" field, choose "Yes," and then click "Search" to discover relevant iCAP certification courses that remain valid in the chosen fields. Regarding registration information for iCAP certification courses, please directly contact the training unit responsible for conducting iCAP certification courses.

           (2)The validity period of iCAP certification courses is 3 years. After completing and passing the certification course, participants will receive a completion certificate issued by the respective training unit according to the sample approved by the WDA. The completion certificate will include the iCAP certification course quality assurance mark.

 

       3. Courses related to the manufacturing industry on the WDA Digital Service Platform recognized by the Ministry of Economic Affairs:

         

(1) Printing and Typesetting: Prepress Processing, Offset Printing, 3D Printing. (2) Fashion Design: Tailoring, Ladies' Dressmaking, Accessories.

(3) Metalworking and Machining: Computer Numerical Control Milling, Casting, Computer-Aided Engineering Drawing, Sheet Metal Work, Vehicle Coating, Milling, Turning, Mold and Die, Machining, Surface Grinding, Turning Operator, Computer-Aided Design and Drafting, Surface Grinder Operator, Milling Machine Operator, Mechanical Drawing, Computer Numerical Control Turning Operator, Precision Machinist, Shield Metal Arc Welding, Gas Metal Arc Welding, Maker Tool Operation, Gas Tungsten Arc Welding, Design.

(4) Information Software: Computer Software Application, Computer Software Design, Network Construction, Web Design, Computer Maintenance, Information Basic Software, Design Application Software.

(5) Electronics: Instrument Electronics, Power Electronics, Communications Technology. (6) Electrical/Mechanical: Industrial Wiring, Electrical Equipment Inspection, Mechatronics, Pneumatics.

(7) Energy: Refrigerating & Air-Conditioning, Installations of Solar Photovoltaic Systems. (8) Piping: Water Supply Piping. (9) Vehicle Repair: Motorcycle Service Repair, Automotive Mechanics

       4. Employer Self-Training:

           (1) The employer has continuously employed the same foreign worker for a cumulative period of 3 years or more.

    (2) Prior to the application date, the employer has provided specialized knowledge and technical training courses equivalent to manufacturing work to the foreign worker for a total of 80 hours or more and submits a declaration.

 

III. Implementation Certification:

  1. The Industrial Development Bureau (IDB) of the MOEA establishes the regulations for implementation certification.
  2. Employers provide evidence (including written proof and actual video footage) that the foreign worker possesses intermediate technical skills and apply to the IDB for implementation certification.

  3. The IDB is responsible for reviewing the implementation certification.
  4. During the review process, the IDB may conduct on-site inspections as deemed necessary.
