Confirmation of Foreign Worker Eligibility, Salary Conditions, and Technical Qualifications

· Foreign Worker’s Application Eligibility:

I. Experienced migrant workers who have worked continuously in Taiwan for 6 years or more, or who have been employed by the same employer for a cumulative total of 6 years or more.

II. Migrant workers who previously accumulated 6 or more years of work experience in Taiwan, and have returned to Taiwan for employment, with a cumulative work period of 11 years and 6 months or more.

III. Former migrant workers who have a cumulative total of 11 years and 6 months or more of work in Taiwan without any record of illegal incidents during their employment, and have since left the country.

IV. Foreign students, overseas compatriot students, or other ethnic Chinese students who have graduated from Taiwanese universities or colleges with an associate degree.

·Salary Conditions:

I. A regular monthly salary of at least NT$35,000 per foreign skilled worker.

II. Technical requirements can be waived if the regular monthly salary is NT$37,000 or more.

Must meet one of the following conditions:

1. Obtain a Construction Site Supervisor Practice Certificate

2. Certificate of completion for the Public Construction Quality Management training course

3. Certificate of completion for Occupational Safety Management Specialist or Occupational Safety and Health Management Personnel.

※Trainees who complete the course will be issued a Certificate of Completion for the training period, but it does not qualify as Occupational Safety Management Specialists or Occupational Safety and Health Management Personnel.

4. National Technician Skills Test (relevant technician certificate in the construction industry)

(2) The National Technician Skills Test provides 31 job categories for migrant workers, including Shielded Metal Arc Welding.

Paper-based exams in foreign languages are available in Indonesian, Vietnamese, Thai, and English.

The administration provides assistance in applying for paper-based exams for migrant workers in foreign languages (Indonesian, Vietnamese, Thai, and English), following the guidelines in the National Technician Skills Test Guide for the relevant year. 

(3)  Registration is available through general or online registration (excluding Shield Metal Arc Welding, Gas Tungsten Arc Welding, Gas Metal Arc Welding).

II. Complete one of the following training courses:

1. Professional training courses organized by construction companies, with a cumulative duration of at least 80 hours, verified by the Taiwan Regional Engineering Contractors Association.

2. Construction-related training courses organized by government agencies, with a cumulative duration of at least 80 hours, and obtain a certificate of completion:

(1) The Construction Site Supervisor Competency Training Course organized by the National Land Management Agency, Ministry of the Interior.

Certificates of training completion for trainees are issued by professional institutions, schools, or associations commissioned by the Ministry of the Interior.

 (2) Public Construction Quality Management Training Course, approved by the Public Construction Commission of the Executive Yuan

Trainees who complete the course through institutions commissioned by the Public Construction Commission can obtain a certificate of training hours from the commissioned institution, or after passing the course, receive a Certificate of Completion for Quality Management Personnel (84 hours) and a Refresher Training Certificate (36 hours) issued by the Commission.

(3) Occupational Safety Manager and Occupational Safety and Health Management Staff Training Course approved by the Occupational Safety and Health Administration of the Ministry of Labor
