Confirmation of Eligibility Qualifications, Salary Conditions, and Technical Requirements for Foreigners
·Foreigner’s Eligibility for Application:
I. Migrant workers who have worked continuously in Taiwan for 6 years or more, or who have been employed by the same employer for a total of 6 years or more.
II. Migrant workers who had a cumulative total of 6 years or more of work experience in Taiwan before leaving the country, and who have returned to Taiwan for employment, with a cumulative work period of 11 years and 6 months or more.
III. Former migrant workers who have a cumulative total of 11 years and 6 months or more of work in Taiwan without any illegal incidents during their employment in Taiwan and who have since left the country.
IV. Foreign students, overseas compatriot students, or other ethnic Chinese students who have graduated from Taiwanese universities or colleges with an associate degree.
·Salary Conditions:
I. The monthly regular salary should be at least NT$33,000, or the annual total salary should amount to at least NT$500,000. However, for initial employment of foreign students, overseas compatriot students, or other ethnic Chinese students who have graduated from Taiwanese universities or colleges with an associate degree, the monthly regular salary is set at NT$30,000, with the possibility of an increase to NT$33,000 upon renewal of employment contract.
II. Technical requirements can be waived when the monthly regular salary is NT$35,000 or more.

Any one of the following conditions should be met:
I. Possess any one of the following professional certifications:
1. Obtained an Occupational Certificate for Worksite Director of Construction Enterprise

2.Completion certificate from the Public Construction Quality Management Training Course.

※Trainees are issued certificates upon completion of the training period, but they do not qualify as Occupational Safety Management Specialists or Occupational Safety and Health Management Personnel.
4.National Technician Skills Test (relevant technician certificate in the construction industry)

(2)The National Technician Skills Test provides 31 job categories for migrant workers seeking skills assessment, including Shielded Metal Arc Welding. Paper-based exams in foreign languages are accessible to applicants proficient in Indonesian, Vietnamese, Thai, and/or English. The administration of paper-based exams for migrant workers in foreign languages (Indonesian and three other languages) adheres to the guidelines and announcements outlined in the National Technician Skills Test Guide for the relevant year (subject to official announcements and information within the guide for that specific year).
(3)The registration for skill certifications follows two methods: general registration and online registration (excluding Shield Metal Arc Welding, Gas Tungsten Arc Welding, Gas Metal Arc Welding). II. Undertake any one of the following training courses:
1.Construction companies conducting professional training courses with a cumulative duration of at least 80 hours, verified by the Taiwan Regional Engineering Contractors Association.
2.Government agencies conducting construction-related training courses with a cumulative duration of at least 80 hours and obtaining certification from:
(1)The "Worksite Director Training Course" provided by the Ministry of the Interior's Construction and Planning Agency.

Certificates of training completion for trainees can be issued by professional organizations commissioned by the Ministry of the Interior, schools, or associations.
(2)The Public Construction Commission of the Executive Yuan offers "Public Construction Quality Management Training Courses."

Upon completion of training through institutions commissioned by the Public Construction Commission, trainees can obtain certification of training hours from these institutions. Alternatively, if the training is completed successfully, the Public Construction Commission may issue certificates of completion for quality control personnel (84 hours) as well as refresher training certificates (36 hours).
(3)Additionally, the Occupational Safety and Health Administration (OSHA) of the Ministry of Labor offers "Occupational Safety Management Specialist Education and Training Courses" and "Occupational Safety and Health Management Personnel Education and Training Courses."

III. Implementation Certification:
1. Implementation certification regulations are established by the Ministry of the Interior's National Land Management Agency.
2. Employers must provide evidence that migrant workers possess intermediate-level technical skills (including written proof and actual video footage) when applying for implementation certification from the Ministry of the Interior's National Land Management Agency.
3. The National Land Management Agency is responsible for reviewing implementation certifications.
4. During the review process, the National Land Management Agency may conduct on-site inspections as deemed necessary.
