Confirmation of Foreign Worker Eligibility, Salary Conditions, and Technical Qualifications

 

·Foreign Worker’s Application Eligibility:

I. Experienced migrant workers who have worked continuously in Taiwan for 6 years or more, or who have been employed by the same employer for a cumulative total of 6 years or more.

II. Migrant workers who previously accumulated 6 or more years of work experience in Taiwan, and have returned to Taiwan for employment, with a cumulative work period of 11 years and 6 months or more.

III. Former migrant workers who have a cumulative total of 11 years and 6 months or more of work in Taiwan without any record of illegal incidents during their employment, and have since left the country.

IV. Foreign students, overseas compatriot students, or other ethnic Chinese students who have graduated from Taiwanese universities or colleges with an associate degree.

 

·Salary Conditions:

I. A total monthly salary of NT$26,000 or more requires technical qualifications.

II. Technical requirements can be waived if the total monthly salary is NT$28,000 or more.

 

·Technical Conditions:

Applicants must meet one of the following Chinese language proficiency certifications in Taiwan and complete the supplementary training courses:

 

I. Professional certificate: Recognition of Chinese language proficiency, must possess one of the following qualifications:

1. (1) Pass at least the “Basic” level in the speaking or listening sections of the TOCFL, approved by the MOE, and obtain the certification.

  (2) Pass at least the “Basic” level in the speaking or listening sections of the Taiwanese language proficiency test, and obtain the certification.

   (3) Pass at least the “Basic” level of the Hakka language proficiency test and obtain the certification.

2. Participate in Mandarin language training courses organized by educational institutions commissioned by special municipalities or counties/cities, or approved by the Ministry of Education to recruit foreigners from abroad for Mandarin language studies in Taiwan, with a duration of at least 36 hours, and obtaining certification.

3.Employers who have employed the same foreign worker for institutional caregiving or live-in caregiving for more than 3 years, may self-assess the foreign worker’s speaking ability in accordance with the qualifications announced by the central competent authority, and must ensure that at least 5 of the 6 items in the self-assessment meet the specified criteria.

II. Training Courses:

1. In-person courses: Attend supplementary training courses in person (including centralized training or home-based training), or complete online digital learning courses on the Ministry of Labor’s Foreign Workers Labor Rights Protection website, with a total duration of at least 20 hours, and submit the Certificate of Completion for Supplementary Training for Foreign Workers Engaged in Live-in Caregiving Work.

2. Online courses: Access the supplementary training section on the Ministry of Labor’s Foreign Workers Labor Rights Protection website. Register and log in as a member of Taiwan Jobs, link to the WDA Digital Service Platform, complete digital courses with a duration of at least 20 hours, and obtain a certificate of completion for supplementary training.
