Confirmation of Eligibility Qualifications, Salary Conditions, and Technical Requirements for Foreigners
· Foreigner’s Eligibility for Application:
I.Former migrant workers who have a cumulative total of 11 years and 6 months or more of work in Taiwan without any illegal incidents during their employment in Taiwan and who have since left the country.
II. Foreign students, overseas compatriot students, or other ethnic Chinese students who have graduated from Taiwanese universities or colleges with an associate degree.
III. Migrant workers who have worked continuously in Taiwan for 6 years or more, or who have been employed by the same employer for a total of 6 years or more.
IV. Migrant workers who had a cumulative total of 6 years or more of work experience in Taiwan before leaving the country, and who have returned to Taiwan for employment, with a cumulative work period of 11 years and 6 months or more.
· Salary Conditions:
I. Technical qualifications are required for a total regular monthly salary of at least NT$29,000.
II. Technical requirements can be waived when the monthly regular salary is NT$31,000 or more.
·Technical Conditions:
Applicants must meet one of the following language proficiency certifications in Taiwan, and meet one of the following qualifications for educational training courses:
I. Chinese language proficiency certification, which should meet one of the following qualifications:
1. Pass the Ministry of Education's "Test of Chinese as a Foreign Language (TOCFL)" with a level of "basic" or higher in either speaking or listening abilities, and obtain certification.

Pass the Ministry of Education's "Test of Taiwanese as a Foreign Language" language proficiency certification with a level of "basic" or higher in both speaking and listening abilities, and obtain certification.

2.Participate in Mandarin language training courses organized by educational institutions commissioned by special municipalities or counties/cities, or approved by the Ministry of Education to recruit foreigners from abroad for Mandarin language studies in Taiwan, with a duration of at least 36 hours, and successfully obtaining certification.

3.Employers hiring the same foreign individual for institutional care or home care for over 3 years, and self-assessing the foreign individual's speaking ability to meet the qualifications announced by the central competent authority, should ensure that at least 5 out of the 6 items in the self-assessment of speaking abilities meet the specified criteria.

II. Educational training courses should meet one of the following qualifications:
1.Provide supplementary evidence of having received 20 hours of continuing education training in the year prior to application.
2.Hold a degree equivalent to an associate’s degree or higher in a long-term care-related field or have completed a caregiver training course announced by the central competent authority.
3.Obtain a Caregiver Technician Certificate:

For caregiver job categories, provide migrant workers with paper-based test questions in foreign languages (including Indonesian, Vietnamese, Thai, and English) to assist in application.
The registration for skill certifications follows two methods: general registration and online registration (excluding Shield Metal Arc Welding, Gas Tungsten Arc Welding, Gas Metal Arc Welding).
